Question about a small town's downtown work force

I live near galesburg, illinois, and i read in an article in the paper that the downtown workforce is estimated to be somewhere between 3000-4000 people. For a town of 33,700 or so, that seemed like a pretty large figure. I was just wondering what you guys thought about this, and if anybody had some numeros to compare these to. Just curious...thanks >
